Man, the State and War Kenneth N. Waltz

Level-of-analysis is a choice that an IR scholar must make when attempting to explain state behavior. Perhaps Waltz's primary concern in Man, the State and War is to identify himself as a 'third image' theorist. Our military is fighting multiple wars of aggression on foreign soil and is needlessly based in over 130 nations.
